Description
Abstract The cadastre shapefile is largely derived from a file source from the Department Of Land Administration, Western Australia (DOLA) dated 1 August 2002, and updated January 2004. Cadastral information for Christmas Island is maintained by DOLA on behalf of the Commonwealth under a Memorandum of Arrangement with Territories Office. Time and effort has been spent reworking the data for use in the CIGIS (see Lineage) to yield more usable information. A link to the DOLA source metadata can be found here

Data Quality
Lineage The 2002 Cadastre was supplied by DOLA as an extract from their database to Christmas Island Administration (ESRI shapefile dated 1 August 2002). This shapefile was then passed onto Geoscience Australia soon after. GA adjusted the cadastre shapefile in the following ways:
  1. Polygon outlines rather than solid-fill polygons were set to be the default display by including an .avl file.
  2. The data was projected to CIG85 so the cadastre now plots with the other layers in the CIGIS.  
  3. Duplicate polygons were deleted.
  4. The location numbers were extracted from the last few characters of the 'piparcel' field, both as a string for sorting, and as a number for numerical queries.
  5. Field headings from the attribute table were updated to conform to suggestions received from Christmas Island Administration in August 2002. Requested attributes that were not present in the cadastre but were present in the ground audit were then copied from the ground audit attribute table to the cadastre attribute table. This was achieved by joining the tables using the "Pin" fields in both shapefiles. Attributes that displayed information such as property gross income, house value, etc were removed from the CIGIS public release in view of government guidelines relating to privacy.

In September 2003 this dataset was then converted into the MGA(GDA94) projection using an x y shift (550015 = x, 8780001 = y) on the CIG85 projection.
In January 2004, GA received an updated cadastre from DOLA. This cadastre was supplied in CIG85, and GA projected it to MGA(GDA94) using an x y shift (x shift = 550015, y shift = 8780001). GA also attached the table from the 2002 cadastre to the updated cadastre. Fields in the table were also moved to display the same order as the 2002 cadastre. The updated cadastre is called 'cadastre2004.shp' and has replaced the 2002 cadastre in the Arcview and Arcexplorer projects in the 2003 version of the GIS.
Positional Accuracy DOLA indicate that for the 2004 cadastre "Updated data +/- 0.01m to +/- 0.25m in urban regions and +/-1m to +/- 10m in rural areas" (see DOLA cadastre documentation).
Attribute Accuracy Examination of the attributes fields will show that not all have complete records. A list of fields were given to Geoscience Australia in August 2002 by Christmas Island Administration. The list included field names for which Geoscience Australia has no data, therefore, many fields remain blank.
Logical Consistency The data is concerned with the north east portion of Christmas Island and is mostly complete for that area. A few location numbers have been found to be incorrect. This is because a global method of attaching the location numbers was used. GA recognises that further work could be undertaken to yield a more up to date and error free data set.
Completeness GA recognises that there is considerable work to be done to yield an up to date and error free data set with all fields proposed by CIA filled with values.
